District 46 Community:

The following message is of grave importance to our school community.

- Dr. Philip Bender

October 2, 2014

Dear Dr. Bender:

A legislative proposal that would completely rewrite the way education dollars are distributed in the State continues to threaten the financial stability of suburban schools in Illinois. Estimates from the State Board of Education forecast that McHenry County school districts in the 32ndSenate District will lose $100,000 to $5 million as a direct result of Senate Bill 16.

Some individual schools would lose as much as 80% of their current state funding. As a result, already high property tax rates in McHenry County could potentially increase to make up for the lost revenue.

At this time, Senate Bill 16 awaits further consideration in the Illinois House. However, it has come to my attention that House and Senate Democrat leaders have resumed closed-door meetings about the legislation, suggesting the measure could be revisited during the fall veto session.

Raising awareness about the serious financial impact Senate Bill 16 will have on McHenry County schools is critical, and you play an important role that effort.

I hope you will attend and participate in a public forum I am hosting with State Senator Karen McConnaughay (R-St. Charles), State Representative Mike Tryon (R-Crystal Lake), State Representative Jack Franks (D-Woodstock), State Representative Barbara Wheeler (R-Crystal Lake), School District 18 Superintendent Jerry Trickett, School District 47 Superintendent Kathy Hinz, School District 156 Chief Fiscal Officer Dave Lawson and School District 47 Board Member Ryan Farrell. This legislative forum will be open to the public, and is scheduled for:

Tuesday, October 14

6:30 – 8:30 p.m.

McHenry West High School Auditorium

4724 W. Crystal Lake Road

McHenry, IL 60050

Information on Senate Bill 16 and the specific impact this legislation would have on suburban schools and property taxpayers will be the focus of the forum, and attendees will be given the opportunity to submit questions or concerns to panel participants.

Please, join us on October 14—and help spread the word about the detrimental impact Senate Bill 16 will have on local school districts and the suburban property taxpayers who already shoulder a significant financial burden to ensure continued excellence in our public schools. We take deep pride in the success of our schools, and look forward to working with you to protect the interests of suburban students, educators, administrators and property taxpayers.

I have taken the liberty of including a flyer about the upcoming forum that may be of interest to your school boards, administrators, parents and others who will be impacted by Senate Bill 16Your assistance in disseminating this information would be greatly appreciated.

Any questions you may have regarding the forum or Senate Bill 16 please call my district office at 815-455-6330 or e-mail at pamela@pamelaalthoff.net.

Sincerely,

Pamela Althoff
